VM Windows 11 - Bypass
During Initial Windows 11 Setup (OOBE)If you are setting up a new computer and want to create a local account without a Microsoft account, you can use the Command Prompt to bypass the network requirement.
When you reach the "Let's connect you to a network" screen, press Shift + F10 on your keyboard to open a Command Prompt window. (On some laptops, you might need to press Shift + Fn + F10).
In the Command Prompt, type one of the following commands and press Enter:
OOBE\BYPASSNROstart ms-cxh:localonly(for newer Windows 11 builds, as of late 2025)
The computer will restart the setup process. When it returns to the network screen, you should now see an option for "I don't have internet".
Select that option, then choose "Continue with limited setup" to create a local user account and finish the installation process
